VOSB Status ensures Priority Access to Opportunities (at least 3% of prime contract dollars annually)

Veteran-Owned Small Business a.k.a. Bertotti, Frank VOSB Status:  “VOSB certification currently inactive 2026”

One of the biggest advantages of being identified as a Veteran Owned Small Business is the preference in contract bidding and the opportunity to network and find government agency opportunities. CFR#819.70

Set-aside contracts are a huge advantage too.  There are two kinds of set-aside contracts: competitive set-asides and sole-source set-asides. To help provide a level playing field for small businesses, the government limits competition for certain contracts to small businesses. Those contracts are called “small business set-asides,” and they help small businesses compete for and win federal contracts. CFR#891.501-70

Competitive set-aside contracts  When at least two small businesses could perform the work or provide the products being purchased, the government sets aside the contract exclusively for small businesses. With few exceptions, this happens automatically for all government contracts under $150,000. The Department of Veterans Affairs (VA) grants the highest priority to VOSB and SDVOSB for set aside and sole-source contracts. This procurement authority and its subsequent implementation is a logical extension of VA’s mission, to care for our nation’s Veterans. The VA refers to this program as the Veterans First Contracting Program (Per VA Acquisition Regulation Part 808, required sources of supplies and services for the priorities in acquisition). CFR#813.003-70

Sole-source set-aside contracts  Most contracts are competitive, but sometimes there are exceptions to this rule. Sole-source contracts are a kind of contract that can be issued without a competitive bidding process. This usually happens in situations where only a single business can fulfill the requirements of a contract.  CFR#891.7007

Set-Asides allow you to move to the head of the line with priority recognition. If the contract is between $3,000 and $150,000, it’s automatically reserved for small businesses. SDVOSB/VOSB is the highest Set-Aside Priority for the VA and other Agencies and this new SCOTUS ruling also applies to contracts greater than $150,000?

Concerning the VA, SDVOSBs, and VOSBs are first and foremost in consideration for contract opportunities.

Rule of Two

(at least 3% of prime contract dollars annually)

The Rule of Two requires the VA to set aside procurements for veteran-owned small businesses (VOSBs) or service-disabled veteran-owned small businesses (SDVOSBs) when market research indicates that two or more such entities would submit offers, assuming the award can be made at a fair and reasonable price.

In reality, each procurement agency has goals that far exceed 3% of ALL allocation awards while working with a VOSB.  VOSB's who support their procurement facilitator and provide successful contract fulfillments are often guaranteed to win several times more federal contracting opportunities.

Bertotti, Frank acting as a VOSB Reseller, facilitates the sale of products and services on behalf of the Team or JV partner. Each Federal agency has a directive which dictates what types of set aside contracts have priority status within that agency. Priority is then established within each agency to determine which set aside status gets the most priority and the greatest number of set aside contracts are then assigned to that status.
